61x resleeve issue

I have a good looking 61x cylinder that I removed the sleeves on. The sleeves I removed had pretty bad rust between the sleeve and cylinder casting that extended down about 3/4" below the flange of the sleeve. I cleaned up the cylinder casting with fine scotch Brite. After everything was cleaned up I measured the cylinder casting bore and noticed it tapers from 88.19mm(3.4720") at the top down to 88mm(3.4645") at the bottom. After measuring that I took the sleeve that I removed and it easily slid about an inch into the cylinder casting before it reached an interference fit.

What's the deal here? I purchased unused sleeves that were removed from a 61x cylinder that I was going to bore to 82mm. They measure within .0003" of the sleeves I removed.

This cylinder junk unless i go to big bore sleeves?
 
I have not tried to install the new sleeves yet. Simply realized they already slide into the first inch of the cylinder casting with both sleeve and casting at room temp.

The cylinder was heated to 400 degrees when the old sleeves were removed.
 
Just to clarify by first inch I'm referring to the first inch of mating surface. Not referring to the first stepped diameter of the sleeve that goes down into the intake tract.
