If you are getting water coming out of the tray then the tubes have holes in them and have to be completely replaced.
Also your tray foam is soaked with water now and needs to be removed and replaced especially if water is leaking out of the screw holes and footholds then water is getting in...

That blockoff is going to corrode pretty fast even in fresh water since you removed any anodizing. Stainless would have lasted longer. Keeping it waxed will help.
