I got it started. I took the spark plugs out and looked into the cylinders with a camera scope. Minimal amount of rust so I filled them with 3 in 1 oil and let it sit. I tried to look into the gas tank bit there was a lip in the fill tube preventing me from getting the camera all the way into...

The gas gauge shows it's completely empty. I'll run a scope down into the tank to get a better look
