1990 superjet Steering plate is loose

OK I notice on my 1990 SJ the steering plate is loose. I have the bottom nut tighten as much as possible. What do I need to to fix this? Is there as stock bearing kit I can buy or do I have to buy an all new steering system kit. This is a rec ski for the wife so its on a budget.

Mine used to do that alot too, if I remember I used some extra washers on the stud in the middle, when the threads stop it gets a little bigger . Not sure on the size SS fender washers I used because I took them off of a buoy that was washed up on the National Seashore and just happened to see them in my tool box when I needed them. or just add a couple washers on the top to give you some more space to use.
