Both products are fantastic at quickening the steering ratio, and both have adjustments to allow the user to actually dial in how fast they want the steering. Both have the same bar clamp design which places the bar in front of the centerline of the steering unit. This creates a better position for the rider and a smooth feel in the overall steering.
As for the Difference between the two. First is the obvious, it has a spring and shock to soak up those flat landings from decent air. The second advantage is that it is roughly an inch to inch and a half taller than the original QS. This is particularly helpful to me as I am a taller guy at 6'3". This gives me better leverage when riding as I am not in quite as crouched a position. Finally, the QS-S is actually beefier than the original QS. It has more bracing for the Steering stops to prevent them from flexing, and also has a bigger steering stop tab between the stops to prevent the tab from flexing or breaking in extreme conditions.
Overall, both are the best two Blaster Steering options for surf in my opinion, and either one will work. However the benefits of the QS-S far outweigh the little bit of price difference and is in my opinion the best Blaster steering option available.
While we are at it, the Mega Fat Bar setup is another must have. Previously I ran a set of Pro-Tapers on my QS, but when I switched to the QS-S I also installed a set of the Mega Fat Bars from 701. They compare in size to the Pro-Tapers, however the big difference and the ultimate reason I went with them is that the way they are bent keeps them tighter to the QS or QS-S steering head which means that they have extra room up at the grips to mount any other bar items needed. When running the Pro-Tapers, it was a tight squeeze to fit the grip and the start switch on the bar, much less try to add any other mounts or levers. A big plus for me as I would like to eventually mount a trim setup.
