? about aftermarket pipe

I have an 01 superjet that i just bought and it has a r&d rev pipe on it. There is a solenoid valve that controls the water flow to the pipe and it is not opening.I traced the wires from the valve back to a little black plastic box that has a yellow wire that comes out and wraps around the spark plug wire and it also is connected to the battery. It is really simple to bypass the valve so i was wondering what you guys knew about it, what its for, and if i should or shouldnt bypass it? And i was also wondering if you knew of a place were i could get one? Thx guys, Steve

Take the valve apart, most likely you have some sand in there keeping it from moving.

You could remove it from the pipe and plug it, but I would try to get it working.
