Adjustable hood latch

I feel like this should be a easy task but it's being a pain and starting to strip he screw head.

How do you change the top half of the hood latch? The screw head on the side just spins, so I tried holding the shaft in the middle but that won't budge?

Cancel that. Screw was just seized. Had to drill it out
