Another Attaching pics Q?

I used to be able to attach pics by 'adding an attachment'. They are stored in my computer, and now all I can find is 'add image' requiring a URL.
What do I need to do?

There are 2 tabs on that window, from URL or from computer.

OK, I had to change 'editor mode' to see that!

It works here, but doesnt work on PM's for me?
