Any Pennsylvania guys run into this?

Seems recently pa started to enforce an old rule about vessel stability tests being required for registering a watercraft as homemade. This is my 3rd AM hull being registered as homemade and the other 2 went through fine. Does anybody know how to go about this? PA fish and boat says they just started enforcing it and don't really know the procedure to complete it yet. My notary has no idea what to do. I realize this is a long shot, but figured I would try here just in case someone's been through it.20201111_172737.jpg

Are u trying to transfer a title? They denied mine because it was home made. However, if the Florida title had been in my name it would have been no prob since it’s a location change and not ownership transfer lol. So, I’m registering mine in DE where the process is easy. Once it’s in my name in DE, they said I can transfer it to PA. Huge PITA for no reason

Contact USCG, have them come inspect it. or take to them. They will determine that it is to small for the Std Stability Test. This is what they are saying to do if you do not have the official documentation. This is why the SXR1500 is so big, they had to make it this size to meet the requirements.

None of that is going to work. PA fish and boat is not a logical place. PA is full of BS rules policies and procedures in fish and boat and penndot. I argued with the woman for a good 30 mins about how illogical it was to deny my home built transfer. At the end of the day, they are government employees who don’t care. She also sent mine to state police for god knows what reason and she said my refund would take months and they needed my SS number to issue the refund

You arguing with her was a waste of time and probably did not help. She is just following the rules.

I say arguing but it was really just a drawn out conversation where I was trying to get clarification on the rules. Believe me, I always start with the overly friendly approach for as long as possible.
 
I know a lot of people do it, but when you put big bucks into a ski and you get the wrong boat cop who knows what he's looking for and its gone forever. It happens.
Never had a am ski so thx for the info. I know in nh you can send a bill of sale and the vin and they will mail the registration to you. I’m thinking I’m going to do that than get it transferred. Local guy near me is chill. But I like to be fully legal since I ride so much.
 
They denied it. They stopped awnsering my emails. They said I had to have it tested for stability, but could not tell me were to have it done or how to do it. I called everyone in the state. They all laughed at me for wanting a stability test on a 9 foot watercraft. Pa fish and boat has some new regulations there starting to enforce that have been on the books, but no one knows exactly how to enforce them or even what they really mean.
