Turns out it was a hazing for naval ship bilge workers. This was the 3rd one I saw in as many years that was left down at Mission Bay with a case of motor oil, gallon of water and a pack of smokes. They were told they were being watched at distance by their future bosses, so they couldn't leave. They were told to approach people and have them pour oil on them. Pretty funny, but messed up.
