Carbs

I just bought a 2014 superjet. My throttle and choke cable are seized up, ski has been sitting for awhile. I've been spraying the springs and trying to work the cables free, but am now thinking I need to just pull the carbs.
What is the easiest way to do this?

Remove flame arrestor, Disconnect fuel lines, and cables. Use a 12mm stubby wrench and remove four nuts holding carb base to intake.

If it's your cables that are bad then why are you pulling the carbs?
