yep. Sounds like you're on the right track. Adjust it so it starts flowing past idle. If you have a pisser tee'd in nearby you might need to restrict the pisser to get the FCV to open.
I did mine at the ramp on the trailer. Make sure it's at a ramp with low traffic so you don't piss any one off. I carried a piece of hose with me to route the water output overboard. I also have a tach so I could set the water to start flowing at my desired rpm. I don't remember what rpm though.
Set it to open just before your ears start ringing! Although some (most) riders try to make their ears bleed. After having the experience, I would use only the restrictor and throw the FCV in the garbage.
