Fender Clearance?

I just replaced my WRIII single trailer tires and wheels and realized that I have very little clearance below the fenders.
Some questions:
How much clearance is enough hauling this one ski?
If I don't have enough clearance is it better to flip the axle under the springs, or raise it with blocks?
Cut off fenders and just raise or replace them?
Any other ideas?

You might be able to get longer shackles to gain a little clearance.

My zeimam 2 place older couch trailer has 1 3/4 clearance tire to fender.

While I liked the above shackles idea, turns out mine are welded on, not sure on yours ?

Looking at mine, it looks like putting the axle below the springs would be the easiest to get more clearance ??

Moving it below depends on if you have a straight vs bent axle tube.
