I think it's a Ski Free. It was used for towing a water skier.

Haha it definitely has a briggs in it, only info I can find that it is from 1974ish.....and that 10 upc's and 300 bucks would buy you one.

Has two pumps on either side, and you hold on to the back like some kind of James bond underwater vehicle hahah
