One Carb Not getting fuel

I have a 701s motor with dual carbs. New rebuilt motor. Rebuilt both carbs engine runs with only one carb getting fuel. While it runs I can take the low speed and high speed screws out and no change to engine (still runs) The front carb isn’t getting fuel. I’ve even taken switched out the needle valve from the working carb to the non working carb still nothing. I have spent the weekend trying to get this running. What am I missing? The return from the non working carb has fuel going through it and bank to the tank. But the check valves are dry. I rebuilt the carbs following Mikuni’s directions. Please HELP

I would recheck your work with the carb rebuild. The mikuni are a little confusing when dealing with duals.

Are these stock 38mm carbs with a single pump that both carbs use, or are they aftermarket Mikuni's with their own pumps?

I found out that i installed and extra pump on the non working carb. This setup only requires one pump since it only has one pulse line. Everything is good now. Thanks
