Out of state

Not really sure if this is the best place for this, but here goes.. I currently own 2 ATV's (yamaha blaster's) that are registered in Oregon. My family is going to be spending Christmas not far from Pismo beach in California. I am currently a resident of Oregon, however the rest of my family lives in California. Does anyone know If it is legal for any of my family members to use my ATV's considering the fact that they are registered out of state. All I can find is this:

"If you are a resident of another state and your OHV has valid registration from that state, you do not need a Green or Red Sticker or a California Nonresident OHV Use Permit. If your OHV does not have valid registration or the equivalent from your home state, you will need to get a California Nonresident OHV Use Permit. A title is not registration. For states bordering California, the Oregon OHV Permit, the Nevada OHV Registration Decal, and the Arizona OHV Decal meet the requirement for OHV registration by residents of those states."

My guess is NO, but it seems like kinda a grey area. Oregon also does not title their ATV's (it's optional apparently), so I am not exactly certain how to approach this... Thoughts / opinions / comments will be much appreciated.
