its all about what your engine wants
pop off is just one of the tunning areas as you go through the carb circuits

some skis will have a much higher popoff becaus ether eporting or pipe pull on the carbs hard down low
bigger carbs tend to like lower popoff
this is not a rule but a generalization
i would listen to what your engine is telling you

Yeah, what Wax said. Sometimes low pressures lead to fuel dribbling and dirty carburetion or fouled plugs. Paul at Magoos has many engine setups documented and can give you a good ballpark to start with. He also usually has lots of needle & seats, and jets in stock. http://www.jrmagoos.com/magoo.html
