Why does the quick links menu button not work from the home page on the new blue setting? Was it always like this?

Why does the quick links menu button not work from the home page on the new blue setting? Was it always like this?

That bar isn't supposed to be there on the main page, I just haven't taken it off yet. The code for the dropdown is gone, just not the bar itself.
