Remove Bad carbon reinforcement

Location

I have this hull that someone attempted to reinforce with carbon.. It looks like garbage and I'm not sure it's really doing anything. Whats the best way to get this out? I can pry some of it off with a screwdriver other spots not so much.

I had this on a superjet hull I bought. (Look up the Really Hull Build..... If you dare)

Because of bad prep, non of the reinforcement adhered to the bottom deck.
I cut it with a grinder in a spot it was very loose, then used a long screwdriver to pop it loose.

The vibration/multi tools work well.

x2 on the multitool, a grinder, and even a sharp chisel to get underneath it and hit it with a hammer. I've done the sharp chisel method for well adhered glass and it works pretty well..
