SN w/ b- pipe. Starts right up when tilted on exhaust side.

I have a 90 superjet with 650/61x, westcoast head and b pipe. I just installed a flow control valve in hopes of finding a solution to my ski not wanting to start easily in the water after runs. I'm running dual cooling, one from head to pisser, other from head to top of b pipe the out to a T. One side of the T goes to the other pisser while the other goes in FCV then in the stinger. I didn't adjust it much from factory settings. Now today I finally took it out and realized if I'm off the ski and on the left side (exhaust side). It will almost all the time start right up. If I'm behind the ski I have to feather the throttle and hit start button several times(not wanting to burn up starter). Has anyone had this problem or possibly know a solution.
 
I've rebuilt the carb but can try all new jets. It just seems like there is to much water in the exhaust and when I tilt it on that side it tilts the water away from the motor. I can clarify this I guess by pulling the plugs and see if it's wet.

like 550 said. its not gonna be the jets if it runs every other time.

verify needle and seat isnt leaking or wore down. if there is a ridge, even tiny, in the viton tip, its wore down. also, when you rebuilt it did you do popoff pressure? what spring and seat are in the carb?
if cold and the popoff is too low it will start, but when hot the fuel will vaporize easier flooding the motor.
 
Spring I'm running the 95gram spring. I have not done the pop off yet. But what's odd is it will start right up just tilting it just slightly to the left. It just seems like to much water in the exhaust and ski naturally tilts to the carb side. So if I just tilt it to almost level it starts up like water from the b pipe is getting into the engine. Carb is a 44mm with factory b pipe settings
