Should the starter spin when out of the ski and directly connected to a good battery?

Yes, I usually use jumper cables too, just make sure connections are good

I gotcha ya, i do that too and get a second opinion, just to make sure Iam not tripping lol

Well, it's a simple 12V electric motor so in or out if you put 12V power to it, it should spin.
