Visitor messages

What are visitor messages supposed to be for, and why can they only be "soft" deleted?

People can visit your profile and leave a message, you can reply back.

We don't hard delete anything, haven't in well over a year I think. Not even admins/mods can.

My problem is some boob keeps pm'ing me with visitor messages instead of pm'ing me.
