Waverunner wont go more than 5mph

A friend of mine has a waverunner 3 that revs up like its going fast but wont go more than 5 mph. It has to be something in the pump area like the prop or maybe stripped splines but I wanted to see if anyone else had experienced this before and new for sure what it was.

That's the first place I would check.

Running that 1200 motor in that waverunner 3 has always given that ski nothing but problems. It is a little scary going close to 70 mph on a waverunner 3!
