What kind of hitch is this?

looks like a semi standard 2" drop hitch with a anti sway pivot point attachment. The secondary ball you see is a point where a anti sway bar attaches to a larger a frame style trailer. it acts as a damper or shock absorber to keep the heavy trailer from swaying in windy or higher speed driving. My buddy runs one on his 28' enclosed race trailer
 
The lighter duty versions like the one above have one telescopic friction anti-sway bar and does not transfer load to front tires of tow rig.

Most dual anti sway hitches have torsion bars that lift the rear of the truck/trailer connection and preload the weight onto the front tires of the truck. They have chain links that cam over and preload the torsion bars, much more effective than the single arm versions but not as user friendly

Ahh ok that makes sense. Only ones I have seen are the dual anti sway setups.
