650/X-2 Wont run in water under load - 650sx

OK, So I just finished my build. The motor is great shape, newly built, 155-160psi on both cylinders, all new gaskets. It has a ts650 motor, so the carb is a little different.

It runs fine out of water, but when I put it in the water it wants to die and not go. The pump is spinning great, and when I did get it fired up in the water one time it about took off on me from all the power, but then it died when I tried to ride. The carb came from the west coast, and I am in NC so is it possible this is the issue(jets) or maybe I need to adjust the set screws on it? Any help is greatly appreciated.

TS 650 engine. 38mm carb, west coast pipe and water box.

Also, can you install reeds upside down? They looked the exact same on both sides to I just guessed.
 
ive had this problem with a few 550's. could never figure it out tho. if it was electrical or just needed rebuilt. very strange tho they do run out of the water. one 550 i had actually hooked it to the hose ran it for like 10 min no problem sounded great. went up north to the lake didnt make it 30yrds. good luck i ended up selling the 550's i had that did that. do yourself a favor and get a yamaha. lol i have mostly kawi streetbikes n such but they didnt do it for me in stand ups.

Fixed it today, it turns out the exhaust gasket was tore, it was leaking water down into the cylinder. Fixed that and rode it all day, 6hrs on and off with no problems.
