Zip ties under hood?

Dumb question of the day. Just got a new to me 2011 superjet and it has the fire extinguisher mounted in the hood. I turn the hood over and underneath there are 2 long zip ties hooked up that look like they should hold a fire extinguisher. What are they for? Is there supposed to be a tool kit that goes here or something?

Yes. If I recall correctly there is a small toolkit wrapped in a vinyl envelope-ish bag with some very basic tools. On my 14 I added a similar deal with a small pelican case for money and phone.
