That won’t work it needs to let those wires move i tried expanding insulation foam but it turned into a mess I had to remove it because the throttle cable was binding upClear silicone and lots of it. You can maybe get the stock rubber piece that goes in the OEM rubber piece in there. It has holes for all the wires. If you use silicone use a brand like boat life. It dries very good. If you can reach underneath and wrap something around do any extra doesn’t drop down that would work. It comes out thick so you might be ok if you can’t reach up n under there.
I have repaired the 24-7 pole breather tubes before. Just cut the old tube and pull it out with pliers.
You only need to get into pole 2-3” Then push in new tube and seal.
Chris used Vacume cleaner hose from Home depot, because its 2 3/4” ID If this is what you have?

Thank youI have tube that looks like that and could be the same if needed. Pic of what I have below, Also have the flange but don't think it would help, was thinking to flange the poll and attach new hose to the flange, but it looks like a lot of contour inside that poll and would be complicated to build a flange to fit. Attach flange to poll, new tube clamps over flange type of idea, but thinking now too much work.
I'd prolly remove the poll, with bolt and spring removed, cut the tube off that's hanging out of poll. Use a long carbid bit in a die grinder or a sanding drum or alike and start grinding away the old tubes wall. Go up into poll as far as you want and just remove old hoses wall until you can either (1) shove a new hose in and the interference fit will hold it in place or maybe a 5200 bead where they meat at the opening to hold it, OR ( just grind enough out old tube out of the poll to partially shove a new hose in, say an inch or 2 and use a 5200 bead to hold it in place

The new after market poles don’t seem like they would be to comfortably to be sitting or laying on
