Ez lube hub help

I am rebuilding my trailer hubs and didn’t document very well when I took it apart. 1” ez lube “d” style axle with tang washers, no cotter pins. The way I have it now the tang washer will ride on the rubber seal on the hub. Am I missing a washer? What am I missing/doing wrong? TIA

I'm thinking that seal isn't supposed to be there. That's normally where you would install the hub cap.

Seal goes in the other side. Seals against the spindle
