No the brackets are permanent on the truck but the rack itself is removable and hangs in my garage when not in use

No it doesn’t slide in the hitch I put new holders under the truck and welded to the hitch I can launch the boat and crank the wheel and turn (it is a long box so it does take an acre to turn in)
