Yes, must it let dry to the touch. About 15 minutes. To where you can touch it and nothing happens. That's when it's ready. Dont Rush, you could come back in an hour and they will still stick. Do two coats with about 10 minutes In between. Then let it dry and then stick em. Make sure you stick...
