I think a lid in the back that can be open and closed easily like a marine hatch type with rubber seal and flush locks , possibly turfed over ,if properly done would be great for initial build but also for any ongoing maintenance..... just an example...

if the scupper just leaks a little how is this enough to push the ball back and seal the hole ? Draining the water out of the ski does the flapper create backpressure between flapper and ball valve and then allows for a slower drain by pushing the ball back into the hole again ? Just curious...

There are parts missing..... Exhaust port balancer and distributer flapper. Inbetween the tubes within the exhaust port runs a little crossbar with a flapper .....this flapper opens when exhaust is being pushed out and closes right after to avoid anything going backwards into cylinder , they...

used ones are often gunked up, so make sure they are working and make sure that the screw setting whichever it is actualy opens the spray.. sorry I write in weird ways.....

regardless of A or B make sure the screws are opening and water is spraying in the camber, mark the screw opening point, cause a half turn might not be a half turn open......

KAW engines suck with the studs, I have beat engines to crap trying to pry them apart..... If heat does not do the trick to be honest a short block is 200-300.....use the old one as Anker, if it doesn't come apart after beating it it most likely wont be salvageable.....
