You said you have vacuum when you remove the cap? Do you mean you have pressure built in the fuel tank when you remove the gas cap? Should be pressure in the tank, if it has vacuum your starving the motor.

Storbeck is right, you need custom cut domes for HPE kits.

I believe 08+ has a shorter pole, less steering throw, built in sponsons, the pump has been moved back in the Hull 2in and the rear of the Hull has been narrowed a bit to improve tracking through corners.
