I believe you want to extend where the steering cable attaches to the steering by bolting on a extra piece of metal (stainless or aluminum) and then drill a hole closer in on the nozzle. Another option, although not ideal is to get the 33cc domes and run a thicker base gasket to lower the compression. Jetmaniac sells different thicknesses.

You could have the 33 domes cut to 35. I suggested pro-tec because I had them recut an aftermarket head from race domes to pump. If you are on windows, open the image in paint, select resize, try 50 percent, select ok and save. if that's not enough, try it again.

As WFO said, there is a filter on the pump side of the carb. It's a very fine screen. It's very common for it to get clogged and create the condition you are describing.
