Maybe carb internals are shot and its dumping gas? You can check by pulling the plugs and seeing if they're wet from fuel.

Little update. The whole point of this was to fix the bendix because the starter was spinning (2 months ago) but the engine wasn't. So I've chased the new problem down to the starter. Cables are good. Sucky part is that I siliconed the nose of the starter because I think that's where the water...
