So here is my take... It doesn't sound like the OP was telling the full truth, but 212 HP out of 650cc 2 stroke is possible. Think about the 150+ HP GP bikes that were 2 stroke 500cc machines. It's not that far of a stretch, but I doubt it would be possible with anything from an OE 650SX/X2...
