They are tailored for racing and increased handling. however most quality sponsons will improve all riding conditions both surf/lake freeride and racing. with the +08 hull you will have a much nicer control feel and response to its overall handling.

I got a set of those pro watercraft ones and I'm excited to see how they'll work on one of my 09s. I have tried them on my 550/800 and a 750sx and they had a massively good impact to the handling.
I have ridden my '08 with only an upgraded intake grate back to back with one that had an intake grate, PW rideplate and PW front sponsons and the difference was amazing. Handling on the buoy course was soo much better especially in rough water.

This has always confused me. Everyone says the difference in 08+ hulls is pump location, and factory sponsons built into the hull. So by putting aftermarket sponsons on, are you putting sponsons on top of sponsons?
Essentially, yes. The '08+ hull handles considerably better than the previous hull at high speeds, the difference of the '08+ hull with handling mods is similar to the difference between the pre and post 2008 hulls.
