300/440/550 1979 440 Carb/fuel problem

My ski used to run. Let it sit for 3 weeks and now the carb isnt delivering fuel at all. I can force feed fuel to the motor to make it start for a second but the carb isnt pulling fuel to keep it running. I pulled the carb and cleaned it fully, sprayed carb clean through the jet hole to make sure it wasnt clogged and it still doesnt deliver. I tryed blowing air through the carb where the gas goes in and i cant even blow air through it?

Any suggestions on what to try next?

Okay so I got it to fire last night, then today after work I set the low to 5/8 out and high to 3/4 out got it running for about ten seconds where it was idling for about 5 seconds before i shut it off. Went out to try to start it again about 30 minutes later and it got flooded out. Does anyone have some advise on settings and tuning?
