yeah its drilled, tapped, and red lock tite. your right about the steer stop. The left side hits the stop, the right side is about 1/2 inch off the stop. I cannot adjust it either to make both sides hit the stop. Should I move it back to the stock position?

Put you cable back out to the third hole, tap your steering stop for a 6mm stailless bolt. You will have to spend some time ajusting your cable ends, and maybe stacking a washer or two under the 6mm bolt, but it is worth being able to run the third hole.
