2010 SJ - Right Foothold not flat to tray

Purchased this pretty clean 2010 SJ a couple years ago and absolutely hated the turf that was on it. Now that I'm getting around to replacing it, I've come across the right foot hold and its angled toe up off of the tray - is this normal?

normal. its to clear the exhaust tube under it.
