correct me if im wrong but "pop-off" pressure refers to the amount of psi that it takes the needle to raise off its seat. The spring and size of the needle will adjust the popoff pressure. The higher your compression is in your engine the higher the popoff pressure can be. After 1/4 throttle popoff pressure doesn't matter because the needle will need to stay off its seat in order to allow enough fuel to pass through it. When he says pop-off pressure should be around 20 psi it means that with the throttle closed 20 psi will have to build up in the carb to pop the needle off its seat and allow fuel into the regulator. a 95 gram spring (dull silver) along with a 2.3 needle valve size should give you 20 psi. you could also do a 80 gram spring (black) with a 2.0 needle valve size. The heaviest spring with the smallest needle size will give you the highest pop off pressure
