A 10/15 will give you great low end, but you will loose some top end power. After you port the 701 a 11/16 Hooker might be a good choice.

61x/62t or 62t/62t(couch) motor?
If you have the 62t cyl, it is known for having softer bottom end.
Dry pipes also have less response off the bottom. Pump tuning is going to be critical to getting your ski work off the bottom. More compression and an advanced timing curve would help as well. Start with the pump first. Before pulling your pump, you can just bore your reduction nozzle to 85mm and see how it responds and/or add a stubby pump. Will loosen up your pump load.

I ran a 10/16 on an 85mm big bore and it worked great. I swapped back to an 82mm ported with 10/16 and it was ok. ended up getting a damaged 9/15 and having it worked to 9.5/15.5 and it was perfect. That said, a 11/16 or 17 would not be a good prop pitch to use. Unless 11 was a typo.

So i guess the question is keep the dry pipe and get ignition enhancer or trash the dry pipe and buy a b pipe
Enhancer is a waste of money. For the same price you can sell your electronics, get 760 electronics and pickup a programmable ignition and get a ton of your bottom end back even with a dry pipe... B pipe would be easier to tune but either way programmable ignition is fantastic for getting more bottom end.

Why swap to 760 electronics
Because they're a digital ignition and use a sensor that allows you to run a zeeltronic programmable ignition which makes an enhancer feel like trash.
i picked up a lot of bottom end with my setup. Not to mention cheaper than an Enhancer if it fails and I haven't heard of anyone who's had a zeel fail.

I run a similar setup and its perfect: mag 144, hooker 10/16 (switched from a 9/15) and it has the same if not more bottom and way more mid to top end. I thought the 10/16 would be too tall, but it is fine for a ported 701, I can't speak for a non ported motor because none of my setups are stock/unported. Bored reduction nozzle. MSD, TNT superstock chamber on a 735cc (83mm). The perfect surf package, In my opinion based on trial and error and talking with motor builders the 701 package doesn't really come alive until ported, bored to 83mm (735cc).
