Notice the tape that is the only way it will run, it won't even sputter without it. Also I am running an older K&N filter I just didn't have it on for the video. some ppl have mentioned a primer kit but as you see in the vid with the tape It starts right up so I don't think a primer kit will fix it, will it?

Seems like the mixture could be off. It's running lean now. That's why it runs with the tape restricting air flow. It could be a plugged jet or an issue with fuel delivery to the carb.
Anyone else have an idea

I'm getting good gas to the inlet then I pulled all that of and got jet out and it was nice and clean. I also tried to richen it up by turning the low speed clockwise. I'm about ready to drop it in the water with the tape on lol.

Dont do that! lol that motor will suck the tape in and then you will really have problems. Take the time to tune your carb, put new plugs in (NGK BR8ES) and make sure you gap them. CARB probably needs a rebuild. You can get a kit online for under 35 bucks. Dont buy winderosa only genuine mikuni kits. Clockwise on the screws leans it out, but you have more issue than that if it even runs with that much tape on it. Did it ever run while you had it, did you change anything?

It obviously needs fuel bad. My guess is you don't have the return line running through the rev limiter and therefore have no restrictor to build fuel pressure. You could also have a bad fuel pump on the carb, a mostly rusted shut needle, a huge air leak from not hooking up the pulse line, or something else. Those are a good start though.

Good point!!! return line MUST have a restrictor in order to run right. i believe .30 is the size
