a little help needed pls

Just wanted to pick someone's brain about what think is a fuel issue but want to get a better idea on where to start. So... Superjet that otherwise runs like a beast has this issue: when the rider falls off, it will not start! Seems to me that the tilting of the ski causes an issue with the fuel (flooded carb maybe?), but I'm still a noob learning about these skis so any help or ideas would be appreciated.

Ski: 1991 SN with a 701 61x, single carb and Rica Red pipe.

Thanks for the reply. I am leaning towards rebuilding the carb but wanted to see if anyone had any other thoughts as to why it happens only when the ski is tilted as it otherwise runs great
