Adjusting carbs on 95 sxi

I am getting a little hesitation/bog on hole shot and I want to fatten up the low needle adjustment a little,
I have bone stock carb set up and it seems almost impossible to get a screwdriver on the PTO carb,
any ideas?

I glued little washers on my carbs, they work perfect
