Super Jet Another not reving past half throttle thread with Video , I need help

From what I see and hear, way too lean, so lean that it just dies right out without any load.
Look for any crankcase leaks.
Definitely a fuel starvation, so something is wrong with the fuel system, carb rebuild and settings, bad case, seal, or air leak and/or is just flat out jetted wrong.
Start by making sure your low speed screws are set at 2 1/2 turns out then see what you have.

Well I pulled the motor out today to swap it and this is what I found. Could this be the problem? The front and rear seal "look" good.

That looks fairly normal to me. Oil and fuel mixed with water slosh around on the bottom of the hull and cake the bottom of the engine with goop. Visual inspections are only good if something is massively wrong. Even a large air leak won't be visable to the eye. You'll have to do a pressure check of the crankcase.
 
The motor passed the leak down test after replacing a leaking exhaust manifold gasket.

My problem was with the fuel or fuel pickup. I had drained the fuel in the past using the reserve pickup. I didn't realize there is still a bit of fuel left in the tank after the reserve stops sucking. So I used my shop vac and vacuumed all the fuel/water from the tank. I went thru the carbs again and replaced the pickup with a known good unit and it works great. I also used some of the star enzyme marine fuel stuff from walmart just to be safe.
