Since when does the spark plug wire have a fuse??

Backfiring could be caused by *many* things. When was the last time it was working?

Does it turn over on it's own at all? Like fire for a few seconds then quit?

Is backfiring the only symptom you're having?
How often does it happen?
Does the ski run at all? Does it idle?
Do you have spark?

could be timing...a while back mine did something similar but the fly wheel key had sheared causing the flywheel to move.

Does it only Spark when you let off the start switch?

Mine would backfire because of this... I said screw it and replaced the whole ignition system. Easy way out.

Sounds like an ignition prob. As far as the fuse, the fuse wire should be running from the relay to a red splitter on the CDI. as far as most ignition wire setups will tend to go. Good luck with the trouble shooting.
