What is the best setup to make a pole tight/stiff? Individual bolts with Nylock nuts? Brass washers?

This. And red locktite a week before it gets wet seems to be the ticket
On my Rrp poll, I switched out the Aluminuim poll bolt for SS and use the tight poll sleeve. The SS bolts makes less cracking noise the way I tighten it. On the bolt I use about a 3 foot 1/2 ratchet, cant remember if I add half a floor jack handle or not. on the nut I use a wrench, a wrench extender and a long 1/2 ratchet and crank both the Fock down. This nylock nut is big so use I use a wrench so a socket doesn't chip gel coat. The trick, it takes a lot of torque to get the poll tight.

Thanks for all the suggestions, you got my creative juices going.
Machine up Alu bushes, pin to pole(I initially loctited them but that didn't last). You can then use a normal SS bolt with two nuts to lock up. Use highest grade loctite but doesn't need activator(so you can get your pole off again someday). Tighten nuts with one spanner and one-handed, holds pole very tight.
