Are you running single cooling?
Then yes, you plumb it just like any other pipe.
Standard stock single line:
Incoming waterline to bottom of exhaust manifold inlet fitting.
Outlet fitting off the top of head to lower fitting of the headpipe.
(note: under this fitting is the drilled hole for feeding into the chamber)
So your answer is yes there should be water in the pipe before the stinger.
Upper headpipe outlet to a T fitting, straight in, straight through 'T' to stinger feed,(Jetworks valve or water restrictor added here before stinger/when used) 90* side of 'T' goes to water bypass out.
