I think he meant to say weld (heliarc = TIG) a bolt (with a head) onto the broken one and use a wrench to pull it out like a normal bolt....use lots of pb blaster before you try and apply any torque to it.
 
Easy outs are not so easy to get out when you break one of those off too...
I had the starter bolt on my 701 break, the easy out broke off inside that bolt, the drill bit broke inside the easy out, and the second easy out broke inside it all too.
Lots of WD-40 is an understatement. If you cant get it out take it to someone who can instead of half way ruining your threads like i did.

Well said. A capable machine shop should be able to get that bolt out in a few minutes and at a fair price.

To this date, this is what has happened to every single person I know who has used an easy out. They only work on heads that aren't stuck. If you broke the head off because the bolt is seized, your only option is to drill it or weld a nut onto the stud and since yours broke flush, I think welding is out too. Either way, you'll actually save lots of money by going to a machine shop and having them do the work. The shop will probably charge around $30 and they'll put a helicoil in for you if you want. Since the helicoil kit will cost you about $30, you come out better since you didn't have to buy the special drill bits to drill the stupid thing out and most importantly, your drill bit didn't skate off the bolt and into your expensive cylinder.

You sound like I did when I had the same problem, Reverse drill bits, take my time, do it right, yad, yad, yad........... just take it to a shop, trust me its not worth the stress and heart ach....and the feeling when a tap/ezout snaps is the worst in the world....."for whome the bell tolls" always starts to play in my head.
 
I may look at a machine shop here in town. My biggest snag with having anyone do anything is they don't care. I imagine they will just drill it out and tap it with larger SAE threads without telling me or torch all the powder coating off and warp the head trying to get the bolt out. It's almost impossible to find anyone who cares locally. It's like finding seals and such locally. Never tell anyone what it's for, tell them the truth and it's "oh we don't have that", I tried to get a box of plugs at Oryllies auto and told the woman it was for a jetski and she promptly replied "we don't carry those". I was like "say WWWHHHAAATT?", they had them BTW.

I'll take it to a shop and tell them it's for an oil rig... "Protec minerals is who made that and it's for a blow by suction inhibitor transfer chamber." hahaha

The same thing happened to a starter mount on a set of cases I bought. I ended up grinding most of the bolt mount boss off and just welding up the mount. Grinding it down to look like OEM, center punching the thing and redrill and tap like new. This is the best way I thought it could be fixed.
