Where all the bolts torqued down recently?
If I keep my bolts torqued, will the cylinder still be at serious risk?
I know threads do relax from the load.

Yes you're still at risk. The cylinder cracking comes from the weight of the aftermarket pipes in conjunction with the vibration and upward force exerted by combustion. The constant loading and unloading eventually fatigues the cylinder away.
To the OP... If you're strapped for cash and you need your boat running ASAP, you could always do a temp fix and get the cylinder welded back together.
